Federal RPM is the #1 COTS package for
GSA Rent, used to process over $1.4 billion each fiscal year!
|
|
The Federal Real and Personal Property Management (Federal RPM) application suite
is the #1 commercial off-the-shelf (COTS) application for processing GSA Rent. Used
by government agencies since 1997, Federal RPM is currently used to process over $1.4 billion in GSA Rent and DHS Security
invoices each fiscal year.
We are also very pleased to announce that FSC has just received a prime contractor award for the Seaport e contract!

Integrated Modules
|
|
|
The Federal RPM application suite consists of individual
modules that focus on each aspect of property management. These modules track the
full life cycle of an asset. The embedded work-flow engine orchestrates property
management processes between organizational components. The geospatial functions
help you conduct analysis of your property porfolio with other public/private data
layers.
|
|
 |
|
Lowest Cost Solution
|
|
|
The Federal RPM application suite provides the LOWEST
COST solution for managing your entire property portfolio. Modules are bundled, not sold separately and , unlike our competitors, custom enhancements made for your
organization are not lost as the application is updated to fulfill changing regulatory
requirements. The application suite and related professional services for support and recovery
audits are available via GSA contract schedules.

"Finally -- a real property management system, specifically developed for the needs of the Federal Government. After researching and looking at system after system, Federal RPM became the obvious choice for the Department of Commerce. It had everything we were looking for -- all in one system: basic inventory capabilities, financial tracking for both GSA and DOC-owned/leased property, budget projections, energy conservation, preventive maintenance and seismic safety. "
-- Stephanie Klodzen, Headquarters, Department of Commerce

Recovery Audits for GSA Rent
The last internal study conducted
by GSA found that over 20% of their invoices were inaccurate! With GSA rent increasing
at an average rate of 10% per year, a recovery audit program is an essential tool
to help control
your GSA rent expenses.
Our recovery audit services scrub
every inch of your GSA rent bill and they won't
cost you a thing. Our fee is based on
the recovery
of overcharges from GSA. Talk about a low-risk program. As one of our recent customers
stated, "starting a recovery audit program is a no-brainer."
Recovery Audits for Utilities
After rent, the next largest
cost of occupancy is energy. With the sky-rocketing cost of oil, a recovery audit
program is an essential tool to help control your utility expenses.
Our recovery audit services include
data entry of your energy invoices and use of the Federal RPM, Energy Management Module to audit the accuracy of each invoice.

The Federal RPM Real Property module offers
the 'best practices' of the private sector for real property, while complying with
the myriad of government regulations.
Unlike our competitors, we understand
that simply offering the 24 data elements required by Executive Order 13327 is not enough to fulfill
the needs of property managers in the federal enterprise!
In addition to E.O. 13327 our real property module also complies with: Core Financial System Requirements (required by GAO in 1990); Accounting Standard #6, Accounting for Property, Plant and Equipment
(required by the Federal Accounting Standards Advisory Board in 1995); Seismic Safety
(required by Executive Order 12941 in 1995); mandatory and value-added requirements
for property, plant and equipment systems (issued by the Financial Systems Integration
Office in 2000); and GSA delegation reporting requirements (GSA Bulletin 2007-B1).
In addition to providing 'best practices' and compliance
with federal regulations, the module employs a work flow engine to speed communication
between all agency personnel responsible for tasks associated with real property.

After rent, utility expenses are
probably your biggest line item for occupying real property. And with tight budgets
and small staffs, an effective and efficient energy management program is essential.
Federal RPM's Energy Management System
(EMS) module provides the right combination of functions to help you control costs
and leverage staff time. The module records both financial and non-financial data,
and allocates energy expenses and consumption across organizational components.
The electronic data interchange (EDI) component follows industry standards for the
receipt and processing of electronic invoices. This capability improves the accuracy,
timeliness, and level of detail of energy data, while eliminating costly data entry
expenses.
The advance meter component collects demand and consumption
data from remote meters and/or building control systems. Exception alerts for unexpected
demand/consumption are automatically identified with email notification sent to
your energy managers.
The module includes all reports required by DOE and fully complies with all energy
regulations, including EPAct 2005.

Take the analysis and management
of your property to the next level with the power of geospatial tools.
Powered by ESRI's ArcGIS server and/or Microsoft's Virtual Earth and/or Google Maps,
the modules in Federal RPM support both internal and external geospatial analysis.
Now you can combine feature layers for your portfolio
with public/private feature layers all on one map and conduct proximity analysis to support decisions
for property location and threat analysis for hurricanes and fires.
With the ESRI option, you can conduct analysis of
'internal space' including floor/room layouts and integration with AutoCAD.
The Virtual Earth option provides the ability to view your portfolio with options
to view traffic flows, aerial views, road views, two dimensional views, and the
compeling three dimensional views.
Take a test drive of Virtual Earth with sample
real property data located in Florida.

According to OMB, most agencies
are having a hard time 'getting to green' when it comes to vehicle fleet. Let us
give you a hand.
Federal RPM's Vehicle Fleet module
tracks use, operating expenses, maintenance and accidents at the vehicle level.
It also allows you to process your GSA rent bill for vehicles.
The module also includes portfolio-level management, including
Alternative Fuel Vehicle goals and required annual reporting.

Federal RPM's Personal Property
Module is specifically designed to offer 'best practice' functions of the private
sector, while complying
with the myriad of regulations for Property, Plant, and
Equipment programs in the federal government.
The module complies with: Core Financial
System Requirements (required by GAO in 1990); Accounting Standard #6, Accounting
for Property, Plant and Equipment (required by the Federal Accounting Standards
Advisory Board in 1995); and all mandatory and value-added requirements for property,
plant and equipment systems (issued by the Financial Systems Integration Office
in 2000).
The module includes a purchase order feature to help track assets through out their
life cycle, and supports bar-code readers for physical
inventory. Interfaces are
also provided for the GSA property disposal application.

The Enterprise Data Cube is the centralized data warehouse
for all of your property data. It contains three dimensions: non-financial data,
financial data, and time.
The non-financial dimension addresses each type of property (real property, personal
property, and vehicle fleet), characteristics about each type of property (size,
weight, location), and management functions (lease management, space management,
deferred maintenance management).
The financial dimension addresses budget and actual charges for your organization.
Charges are categorized following the guidance from GAO for a Standard General Ledger.
Charges are allocated by: organization, fund, program, project and object class.
The time dimension combines financial and non-financial data for each accounting
period. Data may be viewed by month, quarter, fiscal year or calendar year. This
powerful feature supports trend analysis and period-vs-period analysis.
